DeSha has been The City of Lake Forest’s Director of Human Resources since 1990. She has her BS in Business Administration from the University of Nevada-Reno and her MBA from the Lake Forest Graduate School of Management. She holds the designation of IPMA-Certified Professional.
DeSha is the chief negotiator for the City’s labor contracts and serves as Secretary to the Board of Fire and Police Commissioners. She is also responsible for the overall design and implementation of the City’s health insurance and benefit programs.
She served on the Client Advisory Committee for ICMA-RC and worked to establish shared training for local not-for-profit organizations in Lake Forest and Lake Bluff. In 2018, she was elected to IPELRA’s Board of Directors and serves as Chair of IPELRA’s Training Committee
. As part of the training committee, she championed and provided oversight of the award-winning Supervisory Training Program after recognizing a strong need for this type of training. In 2017, the City received IPELRA’s James Baird Leadership Award for contract negotiations, and in 2018 DeSha received the National PELRA Pacesetter Award in recognition of innovative leadership in labor relations
